This series consists of transcripts, background papers, and position papers produced as a result of the meetings in Berlin beginning on January 25, 1954 of the foreign ministers of the United States, the United Kingdom (U.K.), the Union of Soviet Socialist Republics, and France. Those in attendance included U.S. Secretary of State John Foster Dulles, French Foreign Minister Georges Bidault, U.K. Foreign Minister Anthony Eden, and Soviet Foreign Minister Vyacheslav M. Molotov. This series includes transcripts from the first Quadripartite Plenary Session to the final session on February 17, 1954. Titles of background and position papers which accompany the transcripts include: "German Prisoners of War and Civilian Detainees," "The Problem of European Security," "The Soviet Alliance System," "Arms Aid to Pakistan and Middle East Defense Agreements," "Interpretation of New York and Paris Agreements of May and June 1949," Tripartite Draft Regarding Anticipated Soviet Request for Five-Power Conference Including Communist China," "The Yalta Conference," "The First Cairo Conference and the Cairo Declaration," "The Potsdam Conference and the Aftermath," "Tripartite Paper on Security," "Satellite Military Forces," "Soviet Troops in Rumania and Hungary," "Austria Neutrality," and the "U.K. Paper Commenting on the Various Soviet Proposals on Germany."
